<p>The Inclusive and Sustainable Development Support Programme for Agricultural Sectors (PADIDFA) is intended to sustain and consolidate the achievements of Green Morocco Plan (PMV), and launch its acceleration phase (2017-2020). It is a EUR 200 million sector budget support operation in two tranches to be executed over the 2018-2019 period to help achieve the objectives of PMV. The programme helps the authorities with the formulation and implementation of inter-sector strategic reforms to strengthen the social and environmental dimensions of the PMV and promote inclusion, sustainability and competitiveness in Morocco’s agricultural sector. Its design is informed by lessons from Phases I and II of PAPMV (cf. 4.4.3), the principles of the Paris Declaration as well as good practice principles for the application of conditionality. PADIDFA supports a series of medium- and short-term strategic reforms to improve the quality of life for the people through quality jobs and self-employment in rural areas, and the protection of such jobs through sustainable natural resource management. It is an important institutional lever for creating synergies between strategies governing agriculture, the environment, water, energy and employment.</p>

Le Programme d’Appui au Développement Inclusif et Durable des Filières Agricoles (PADIDFA) s’inscrit dans la pérennisation et la consolidation des acquis du Plan Maroc Vert (PMV) et le lancement de sa phase d’accélération (2017-2020). Il s’agit d’un appui budgétaire sectoriel de deux cent millions d’euros en deux tranches qui sera exécuté sur la période 2018-2019 visant à appuyer la réalisation des objectifs du PMV. Le Programme accompagne les autorités dans la formulation et la mise en œuvre des réformes stratégiques à caractère intersectoriel pour renforcer les dimensions sociales et environnementales du PMV et promouvoir l’inclusion, la durabilité et la compétitivité du secteur agricole au Maroc. Sa conception a pris en compte les enseignements de la phase I et II du PAPMV, les principes de la Déclaration de Paris ainsi que les bonnes pratiques en matière de conditionnalité. Le PADIDFA soutient un ensemble de réformes stratégiques à moyen et court terme pour améliorer la qualité de vie des populations par l’emploi et l’auto-emploi de qualité dans les zones rurales et la préservation de cet emploi par une gestion pérenne des ressources naturelles. Il constitue un levier institutionnel important pour mettre en synergies les stratégies relatives à l’agriculture, à l’environnement, à l’eau, à l’énergie et à l’emploi.

The programme objective is to help boost agricultural sector competitiveness to ensure inclusive and sustainable economic growth through the promotion of value chains, job creation, improvement of the business climate and sustainable natural resource management. Hence, PADIDFA will help to: (i) support the PMV ecosystem and amplify its impact; (ii) promote the inclusion of vulnerable stakeholders (especially the youth and women); and (iii) build agricultural sector resilience.

Le programme a pour objectif de contribuer au renforcement de la compétitivité du secteur agricole pour une croissance économique inclusive et durable à travers la promotion des chaines de valeurs, la création de l’emploi, l’amélioration du climat des affaires et la gestion durable des ressources naturelles. Le PADIDFA contribuera ainsi à : (i) soutenir l’écosystème PMV et amplifier ses impacts, (ii) promouvoir l’inclusion des acteurs vulnérables (notamment les jeunes et les femmes) et (iii) développer la résilience du secteur agricole.

Le PADIDFA bénéficiera à la population marocaine dans son ensemble et en particulier aux jeunes et aux femmes dans le milieu rural. Il bénéficiera notamment : i) aux collectivités locales ii) aux interprofessions et aux organisations professionnelles; iii) aux TPME et organisations agricoles (filières agricoles, gestion des déchets, etc.) ; iii) au secteur privé (formation, recherche, conseil agricole privé, …) ; iv) aux porteurs de projets et aux jeunes entrepreneurs agricoles et ruraux en raison de l’amélioration de l’environnement des affaires; v) aux associations féminines et aux femmes rurales ('accès aux chaines de valeurs, services de proximité, etc.).

PADIDFA will benefit the Moroccan population in general, and the youth and women in the rural areas in particular. It will specifically benefit: (i) local councils; (ii) inter-professional associations and professional organizations; (iii) agricultural VSMEs and organizations (crop sectors, waste management, etc.); (iii) the private sector (training, research, private agricultural councils, etc.); (iv) project proponents and young agricultural and rural entrepreneurs due to improvement of the business environment; and (v) women's associations and rural women (access to value chains, land tenure security, local services, etc.).
