Ausgangssituation
The adoption of the "Paris Agreement" in December 2015 is of high importance for the international cooperation in the field of climate policy. The agreement is legally binding for all member states and includes mitigation and adaptation as well as, inter alia, finance, technology transfer, capacity building, and transparency. For the first time, without exception all ratifying parties have to regularly submit, review, and update "Nationally Determined Contributions" (NDC) as well as report on them in a common transparency framework. Through progressive updating of the NDC the ambition gap towards the long-term goal of the agreement ("well below 2 °C", potentially 1.5 °C) is to be closed gradually. BMUB set up a new "IKI NDC Support Cluster" for coordinated capacity building in developing countries, which shall also contribute to keeping the political momentum for climate policy. The Cluster will build on the achievements of the International Partnership for Mitigation and MRV (IPMM). Moreover, in cooperation with the German Federal Ministry for Economic Cooperation and Development (BMZ) and other international partners, the BMUB launched the NDC Partnership to assist countries in the implementation of their NDCs.

The capacity to implement ambitious, effective and efficient climate policy in the partner countries is strengthened.
Vorgehensweise
The project supports the implementation of the Paris Agreement by strengthening capacities of partner countries for implementing NDCs and for their transparency systems, as well as by further building trust among parties. It strengthens the coordination of the work processes within the IKI NDC Support Cluster and continues the promotion of global exchange of knowledge as well as providing targeted capacity building, for example in Morocco and Peru (in cooperation with other implementing organizations of the NDC Support Cluster. Besides, the project supports BMUB through technical, methodological, and organisational advice as well as through the effective processing and provision of knowledge and lessons learned from ongoing IKI work. The project cooperates with other IKI projects in the NDC cluster to promote coordinated consultation and to create synergies in the partner countries.
In Morocco and Peru the project coordinates the bilateral support of the NDC Support Cluster. In close cooperation with the partner the project develops a capacity building plan for NDC implementation in the countries with the other organisations involved. Depending on the needs it also implements some of the support measures identified.
