The development objective of the Education Support Program Project for Morocco is to establish an enabling environment for quality early childhood education service delivery, support improved teaching practices in primary and secondary education, and strengthen management capacity and accountability along the education service delivery chain in the program areas.
The proposed program will use program-for-results (PforR) financing. The PforR instrument is considered an appropriate lending instrument to support the necessary transformation of the education system.
The government program is guided by the 2015-2030 education vision.
The vision builds the foundations to create a new Moroccan school with a threefold purpose.
First, it aims at shifting from a logic of linear knowledge transfer and memorization to a new logic promoting learning, critical thinking, language abilities, and skills development.
Second, the reform aims at improving internal and external performance of the education system.
Finally, it aims at creating an enabling environment for the school to accomplish its missions of socialization, transmission of universal values, teaching, learning, research and innovation, and ensuring the school-to-work transition.
