The program aims to help make rural areas attractive to participate in
development of the rural middle class, by supporting the Government of Morocco in
its new Generation Green 2020-2030 strategy.
To do this, it deploys both to
nationally and in three regions - Fès-Meknes, Oriental and Souss-Massa - by financing
priority interventions and institutional capacity building measures through
three components.
A first component includes activities piloted at the national level, as part of
of a Program for Results co-financed by the World Bank and AFD.
A second
component, piloted at the regional level, co-financed by AFD and the European Union (EU), includes interventions to strengthen the regional agricultural ecosystem, in particular
support for projects to adapt family farming to changes
climate by the development of practices resulting from agroecology or biological and
non-financial support for cooperatives and young local project leaders
entrepreneurs in the agricultural and para-agricultural sector.
A third component, also
co-financed by the EU and AFD, brings together the technical assistance activities of the program for
support for its operators and for the regional coordination of support for entrepreneurship.
The proposed approach ensures the integration of issues of gender inequalities in the
agricultural sector and emphasizes the appropriation of the new national agricultural strategy by
local actors, so that its variation is adapted to the specific needs of the territories.
In this sense, it is the stakeholders of the three target regions who, in view of the specificities of
their regional agricultural ecosystem, identify the interventions to be financed by the program.
