The program aims to support the operationalization of the National Plan for the Promotion of Employment and the deployment of regional employment plans in three regions: Tangier Tétouan-Al Hoceima, Rabat-Salé-Kenitra and Souss Massa regions (AFD funding) .

A fourth region, Marrakech Safi, is the subject of World Bank financing. For maximum impact of this funding, employment promotion mechanisms and territorial ecosystems must also be consolidated.
