Morocco is both a country of emigration with 6 million Moroccans living in abroad (MRE) of which a quarter in France but also transit and immigration with nearly 50,000 migrants regularized in Morocco in 2017 and nearly 4,800 registered refugees by UNHCR in Morocco in 2017.

Launched in 2013 and managed by the Minister Delegate to the Minister of Affairs Foreigners, African Cooperation and Moroccans Residing Abroad, in charge of Moroccans Living Abroad (MDCMRE)  Moroccan migration policy is often qualified as a pioneer, humanist and responsible. It includes the National Strategy Immigration and Asylum (SNIA), dedicated to the reception and integration of migrants in the territory Morocco and the National Strategy for the Benefit of Moroccans Living Abroad (SNMRE) which aims at social, cultural, educational and legal support for MRE.

An important component also concerns the mobilization of investments and MRE skills for the contribution to the development of Morocco In addition, the policy of "advanced regionalization", launched at the same time by Morocco, offers an opportunity to align migration policy and policies sectoral economic and human development at regional level.
