Context and strategic issues of the program
With less than 750 m3
of water available per inhabitant and per year, Morocco is below the
water scarcity threshold. The demand for water is constantly increasing (+ 3.5% on average
annual since 2001) and at the same time, water resources are decreasing. Beyond its
positive impacts on hygiene and health, the purification avoids polluting the waterways and
groundwater with wastewater discharges and also to consider the reuse of water
treated for agriculture, industry and green spaces.
Climate change impact projections predict reduced precipitation. Wastewater treatment and the extension of sanitation systems are
priorities of the country with a view to preserving water resources and adapting to
climate change.
At the end of 2016, and for the ONEE intervention centers, the connection and
depollution are as follows:
Connection rate: 90%;
Depollution rate: 71%.
Program objectives and content
The general objective of the PNA2 program is to support Morocco in achieving its
public policy objectives in terms of sanitation and adaptation to change
climate.
Thus, the program will contribute to increasing the collection rate and the rate
wastewater treatment.
Most of the funds will go to the National Office for Electricity and Drinking Water
(ONEE) to implement the second phase of the NAP, financed in its first phase by the EIB, the
FIV, KfW and AFD who will continue to be leaders in the Initiative of
Mutual Recognition (MRI).
This part of the Program will finance the
construction or extension of treatment plants, rehabilitation and possibly
the extension of sanitation networks in around 30 centers of 2,500 to 100,000 inhabitants,
for which sanitation management has been (or will be) entrusted to ONEE by the municipalities
concerned.
Technical assistance components for project management and project management,
as well as communication and user awareness of hygiene and protection of
environment as well as ONEE accompanying measures are also planned.
A grant of 2 million Euros from the IVF, under management delegated to AFD, will be intended for
Ministry of the Interior for the financing of accompanying measures for the
sanitation.
