Context and objectives of the project
Human development is at the heart of social cohesion and development policy
economic led by the Kingdom of Morocco. Education occupies a privileged place in
this policy. As early as 2000, this resulted in the formulation of the National Education Charter
and training which remains the reference framework for the development of the sector. Morocco has since
caught up in terms of enrollment and completion of primary school, in particular thanks to
Emergency Plan for National Education (PUEN - 2009-2012) whose implementation has
received financial support from AFD.
Nevertheless, there is still significant progress to be made, in particular with regard to the
quality of learning. As such, the authorities in charge of the Moroccan education system have
formulated the Strategic Vision for education by 2030 declined over the period 2016-
2018 by the Priority Measures Program (PMP).
The ASTRE project aims to support Morocco's Education Strategy (2015-
2030) by contributing in particular to the implementation of the PMP. In this context, it aims to improve
the quality of human capital, in a logic of greater equity, to strengthen the whole
growth sectors of the Moroccan economy while developing the innovation capacities of
the economy and human development indicators. It also helps to develop
French skills of young Moroccans and thereby promotes the global influence of the
France and the integration of young people into the job market. Finally, it is about improving the
governance of a crucial sector for public spending and the equitable development of
territories.
