AFD's financial instrument, FISONG finances innovative field projects led by NGOs in sectors defined jointly between AFD and the latter. In 2014, one of the calls for projects within the framework of this mechanism concerns services to micro, small and medium-sized enterprises (MSME).

The FISONG system has three main objectives:

• take better account of the operational specificities of NGOs;

• solicit their capacity for innovation in the field within the framework of AFD's sectoral priorities;

• promote sectoral dialogue and create synergies between AFD and international solidarity organizations in sectors and regions of common interest.

The PACE-Fahs-Anjra project is one of the projects selected in 2014. Chrafate is one of the fifteen new towns built by the Kingdom of Morocco to respond to major changes in the country. Chrafate is located 18 kilometers from Tangier, in the commune of Jouamaa, in the province of Fahs-Anjra, the poorest in the country, the poorest in the country. The rates of vulnerability and illiteracy are very high (75% and 50%). The establishment of the new town will destroy many agricultural land, the working tools of 259 families. Their level of qualification and education makes it impossible for them to access jobs generated by industries and businesses soon to be established in the region.

The Touiza Solidarity association's project proposes to contribute to the inclusive and endogenous economic development of the area by creating individual businesses and social economy structures and by strengthening the professional qualifications of the populations. The idea is to put in place actions that will allow these inhabitants to be included in the process of creating a new town so that they also benefit from the benefits of this development project.

Young people and women will be targeted as a priority by the project, in order to position them as the driving force behind a social and solidarity economy activity. An integrated gender approach will therefore be favored and put in place from the start of the project.
