The Program consists of
(i) a Public Policy Budget Financing loan of 150 million euros, based on a public policy matrix negotiated with the authorities. This matrix includes 5 to 7 indicators per year over three years; (ii) a grant of 4 million euros to be implemented by Expertise France, which will finance a capacity building program for the government on key actions to achieve universal health coverage (UHC) over the life of the loan.
The Program is structured in two thematic pillars:
(i) the operationalization of the generalization of compulsory health insurance (AMO);
(ii) the strengthening of the health care offer.
Pillar 1 aims to support Morocco in the first phase of the implementation of the health coverage reform desired by His Majesty the King. The program supports the Ministry of Economy and Finance (MEF), the Ministry of Health and Social Protection (MSPS), and all stakeholders (health insurance funds, the National Health Insurance Agency (ANAM), etc.) in developing the governance of the reform and the tools for its operationalization and financial sustainability.
