The TASHAROC programme, is funded by the UK government and supports the actors in the
pilot region of Tangier-Tetouan-Al-Hoceima (TTAH) to implement the advanced
regionalisation process. The programme focused on building the regional actors’
capacity to carry out the roles entrusted in the Organic Law 111.14, strengthen
the collaboration, consultation and citizen participation between the Regional
Council, Civil Society and Consultative Bodies, and support the communication
mechanisms as a lever for success of regional development.
In its first extension phase from 2020 to
2021, TASHAROC pivoted its support in the COVID-19 context and partnered with
key national actors in advanced regionalization, the DGCT of the Ministry of
the Interior and the Association of Regions of Morocco, to develop a toolkit
that brings together the working tools developed by TASHAROC as well as best
practices and lessons learned in order to strengthen the governance and citizen
participation mechanisms of the 12 regional councils of the Kingdom.
TASHAROC has also
provided technical assistance to operationalise the recommendations on citizen
participation from the national symposium on advanced regionalisation, held in
Agadir in 2019, in the light of a benchmark with participation practices and
mechanisms in Great Britain.
In its final extension
from 2021 to 2022, TASHAROC is focusing on broadening and disseminating its
successes by working further with its national partners.
